A house works as one system: walls, services, and how it sits on the ground. In winter, sun is free heating. In summer, it's a load to keep out. One mature tree, or the house next door, tips the balance. A site visit isn't enough on its own: you need the paperwork too.
The Seven Checks, One by One
1. Start with the Certificato di Destinazione Urbanistica, Italy's land-use certificate, required under Article 30 of Presidential Decree 380/2001. It tells you how the area is zoned, and so what you can build. It isn't enough by itself: read it alongside the local council's technical planning rules (Norme Tecniche di Attuazione). Permitted use, building ratios and setback distances need a qualified surveyor.

6. Your climate zone comes from Article 2 of Presidential Decree 412/1993, which splits Italy into six zones by degree-days. That's where you start when you size the envelope and the systems, and decide where the openings go. For Zone D, the HES technical data sheet specifies a 35 cm configuration with λ = 0.048 W/(m·K): that is an envelope design value. The building's A4 energy class must instead be verified as a whole, including systems, windows, thermal bridges, orientation and installation.
7. Only a professional can tell you what's under the ground: bearing capacity, water table, drainage, slope, seismic conditions.
